Frank G. Stout was appointed Associate Dean for Finance and Administration and Chief Financial Officer for the Paul L. Foster School of Medicine and AVP for Fiscal Affairs at the Texas Tech University Health Sciences Center - El Paso in February 2008.

Frank did his undergraduate studies at the University of South Dakota (a family tradition) in Biology, his graduate work Tulane University Medical Center in Health Administration and Finance and post graduate work and certificates at MIT's Sloan School of Management in Health Systems. Following his graduation from South Dakota, Frank began his career at the National Cancer Institute of the National Institutes of Health as a research biologist working on human bone marrow transplantation teams and then moved to the NCI Directors Office managing the NCI Comprehensive Cancer Center grants/contracts awarded to universities and corporations. In 1978, he joined the Dana-Farber Cancer Institute of Harvard Medical School as the Deputy Director of Research Administration/Finance and in 1981 he became the Director of Research Administration/Finance at New England Medical Center. In 1986, Frank became the first administrative officer for the University of Maryland (System Wide) Center for Advanced Research in Biotechnology.

He was recruited back to Boston in the middle of 1987 to the Tufts-New England Medical Center as the Vice President for Research Administration/Finance. In 1994, the additional responsibility of Acting Vice President for Clinical Operations was added to Frank's position. In 2000 Frank moved to Emory University/Emory Health Sciences as Vice President for Research Administration and Finance which he left for the opportunity to build a new Medical School and Medical Center at Texas Tech in El Paso. Frank was raised in Las Cruces, New Mexico about 30 miles from El Paso.

Frank has been the Principal Investigator on several grants, served on a number of different review and advisory committees at the NIH and other professional associations, served as a Board Member for companies and biotech corporations, chaired committees on behalf of the Federal Court of Newark, NJ, and has published several articles.

He has held appointments: Member of the United Nations Economic Commission for Latin America and the Caribbean and World Intellectual Property Commission on National Systems of Innovation: Intellectual Property, Universities and Enterprises, Member of the Woodruff Health Science Center Board of Trustees, Member of the Georgia Biomedical Partnership Board of Directors, Member of The Carter Center Board of Councilors, Member of the Southeastern Universities Research Association Board of Trustees, Member of the Oak Ridge Associated Universities Nominating Committee, and Ad-hoc Member of EmTech Biotech Development, Inc. Board of Trustees, American College of Healthcare Executives, and on the Texas Life Sciences CIC for biotech economic development.

The Paul L. Foster School of Medicine is one of six schools that make up the Texas Tech University Health Sciences Center (TTUHSC).Texas Tech University System. The President of TTUHSC reports to the Chancellor, who is the Chief Executive Officer of the System. The Chancellor and the President are responsible to the Texas Tech University Board of Regents, which sets overall policy for the Texas Tech University System, Texas Tech University, and TTUHSC.
