Senior Director - DSRIP and NAIP Project Manager
As the director and program manager for the health care Delivery System Reform Incentive Program (DSRIP) and the Network Access Improvement Program (NAIP) at TTUHSC El Paso, Casillas brings over 30 years of account, contract, and project management experience in the delivery of information technology (IT) services to clients in the health care, manufacturing, and mining industries. Additionally, Casillas has over 10 years of experience in higher education, including teaching IT courses and advising IT students. He has worked with Electronic Data Systems (EDS), Hewlett-Packard (HP), the Monterrey Institute of Technology and Higher Education (the Laguna campus in Torreon, Mexico), and the University of Phoenix Santa Teresa Learning Center in New Mexico. He is a native El Pasoan and is married with three sons. Casillas has a bachelor's degree in mechanical engineering from the Monterrey Institute of Technology and Higher Education and a master's degree in information systems from Virginia Tech.
Victor Quiroz brings over 14 years of information systems and data analysis experience to the departments of clinical affairs and quality improvement. His roles as a lead analyst include providing data analysis to executive staff in order to implement decision making strategies. His academic accomplishments include a bachelor's degree in information technology, an associate's degree in microcomputer applications/networking, and he holds four certifications as a Microsoft Office user specialist.
Miguel Beca brings to the department over 9 years of experience in the areas of systems interoperability and data integration. Previously, he worked as a researcher at UNINOVA, a research institute in Lisbon, Portugal, where he contributed in a wide range of activities, from proposal writing to software development. In addition to his research experience, he also worked as an IT consultant at Logica, also in Lisbon. He is a native of Lisbon, Portugal and holds a B.S.E. in Electrical Engineering from Mercer University, an M.S. from New University of Lisbon and is currently finishing his Ph.D. also at New University of Lisbon.
Erika Miranda brings over ten years of contact center experience to the Texas Tech Physicians of El Paso contact center. Her role encompasses serving as the direct point of contact and daily running and operations of the center. Ms. Miranda is a native of El Paso and graduate of the Maxine L. Silva Magnet High School for Health Care Professions. Her academic accomplishments include a bachelor's degree in multidisciplinary studies with concentration areas in general sciences, social sciences, and linguistics from the University of Texas at El Paso.
