A Message from the Office of the Vice President for Research


We are excited to announce that upon completion of several transition steps involving the federal government during the first months of 2019, Texas Tech University Health Sciences Center at El Paso (TTUHSC El Paso) is now a fully independent university with the authority to submit its own grant proposals. Beginning with deadlines on or after May 1, 2019, all proposals including those to federal agencies will be submitted by the Office of Sponsored Programs (OSP) as TTUHSC El Paso. The following information has been compiled to make all faculty and staff aware of what is changing and what will be remaining the same now that we are independent:


What remains the same?

  • OSP will continue to:
    • process and submit all grant proposals for external funding;
    • process and submit all industry-sponsored Clinical Trials Agreements (CTAs);
    • process and submit all Material Transfer Agreements (MTAs);
    • facilitate all non-financial post-award requests to sponsors; and
    • facilitate all non-financial post-award report submissions to sponsors.
  • Contracts and Grants Accounting will continue to perform all financial post-award report submissions.
  • Use of the electronic Notice of Intent (NOI) System is still required.
  • A signed OSP Route Sheet is still required prior to proposal submissions.
  • The OSP proposal timeline for submission of proposal documents found on the OSP website will remain the same.


How will proposal submissions to external sponsors be affected?

  • Applications due on or after May 1, 2019 for grant funding to external sponsors will be submitted using TTUHSC El Paso as the applicant organization.
  • The newly established institutional identifiers for TTUHSC El Paso will be used and may be found on the OSP website.
  • The NEW Facilities and Administrative (F&A) Cost Rates for TTUHSC El Paso will be used for all proposals submitted beginning May 1, 2019. The approved F&A rate agreement can be found on the OSP website.
  • The budget process for grant proposals will change. Salary information will now include longevity when applicable. All fringe benefits will be obtained from Banner, and will reflect actual amounts based on each individual employee’s benefit selection.


What does this mean for my existing grant awards?

OSP and Contracts and Grants Accounting are assessing and prioritizing current awards issued to TTUHSC Lubbock for transfer to TTUHSC El Paso. OSP will keep each PI apprised of the transition process, with the goal of minimizing any disruption in the continuity of research. OSP will continue to honor the F&A rate already applied to each grant award. We anticipate this transition will take several months so your patience is appreciated.


What will happen to pending proposals that were submitted using TTUHSC as the applicant?

OSP will be contacting each sponsor to determine how to update information to reflect TTUHSC El Paso as the recipient institution. OSP will continue to honor the F&A rate applied at proposal time and will work closely with PIs and department administrators to fulfill any additional requirements specified by the sponsor.
